No, something has to be done about the "no upgrades" policy, or it's
not worth switching from Debian stable.

One interesting thing about Ubuntu is that you can hook into the Personal Package Archives feature on Launchpad, so if you want to track newer versions of individual packages than either the distro or backports provides, you can do so using the standard package manager, with dependency tracking, etc. It's up to the PPA owner to make sure new releases are available to address things like security concerns and such. The bzr team is pretty good about that (I regularly run bzr from a PPA on my Ubuntu machines).
