I think you have the source of the problem right there: your icc installation is broken. It is unable to build even trivial programs. To confirm this theory, take the source of the program, and invoke it with the very same command line. If it gives you the same error, then this has nothing to do with autoconf, or Python, or anything: that command line *must* work, or else the compiler is useless. Apparently, icc choses to invoke ld(1) with an option -lgcc_s, and apparently, ld(1) can't find the library.
