Your question is covered by the developer FAQ http://python.org/dev/faq/#how-can-i-become-a-developer. You can get write privileges by providing a constant flow of good patches. Eventually you get write access when multiple developers (or Guido himself) think that you are ready for it. CPython has a stricter policy than most other Python related projects.
