I completely agree, and believe that the PEP *does* have a good summary - it has both an abstract, and a rationale, and both say exactly what I want them to say. If people want them to say different things, they have to tell me what specifically they want it to say (perhaps even with specific formulations). If they can't communicate their requests to me, I can't comply.
