Its already socially encouraged: heck, if package foo is not on PyPI, it doesn't exist. As an author who hosts code elsewhere, I really want to get feedback on my packages. I don't really see the point of having a comment system in PyPI ((*for me*), but I would really like to be able to have a link to the appropriate web page for folk that want to ask questions. To be clear, I mean a specific link, not just the 'link to a website'. -Rob
