The fact that a mailing list has an audience you are interested in
reaching is no excuse for posting deliberately off-topic messages. It is
instead a very good way to get yourself permanently ignored by the very
people you would most like to talk to.

The list of mailing lists on mail.python.org is quite extensive and
includes both capi-sig and the general python-list.

The latter is also the appropriate place to post "Where should I ask
about Python topic <x>?" queries.
