Every time somebody says "let's have a global variable", God kills a kitten. If it's in sys, He bludgeons the kitten to death *with another kitten*. sys.dont_write_bytecode really ought to have been an API of an importer object somewhere; hopefully, when Brett has the time to finish the refactoring which he alluded to at the language summit, it will be. Similarly, functionally speaking this API is a good idea, but running the C compiler is distutils' job.
