Añade la ruta a tu instalación en las settings.py
concretamente en
TEMPLATE_DIRS =(
'your_path_to_packages/debug_toolbar/templates',
)

Si quieres hacer alguna modificación, simplemente copia el directorio
templates de la app al directorio templates de tu projecto
