I think that in this case, whether or not Pythonic is not important.
After all, argiscripting geospatial module is like any other
geospatial module and is not meant to handle XML files.
The problem is not using or ignoring the other modules. It's like they
do not know Pypi, and they use only some windows modules placed during
the installation of Arcgis.
In my work, I've heard from users of ArcGIS  "Python is great, pity it
only exists on Windows"...
