The general idea is to be able to go back and forth between two
representations of a sequence:

and
|[(1, 4), (2, 1), (3, 1), (4, 2), (3, 3)]|
where the first element is the data element, and the second is how many
times it is repeated.
We can currently do it like this in one line:
[(k, sum(1 for _ in g)) for k, g in groupby(sequence)]
However, it is slower than a "dedicated" solution.
Additionally, I don't know if what you are proposing is generic enough
for the standard library.
