Either my google-fu is failing or your memory failed you. I've spent an hour and a half googling, and I'm getting nothing relevant. It doesn't help that Alex was a very prolific poster back in the day. Hell, I can't even find where PEP 263 was discussed, apart from a brief discussion here: https://mail.python.org/pipermail/python-dev/2002-July/026449.html which Alex didn't take part in.
