For a new feature that is created from nothing, Python-Ideas is one of the best places to begin the discussion. But if you are talking about taking an existing project owned by somebody else, the first step probably should be to ask them first if they would consider moving into the std lib. If you start the conservation here, we will spend many emails discussing the pros and cons of the idea, people will argue for and against, the could be dozens or hundreds of emails and countless person-hours of thought and effort put into the discussion, and then we ask the code owners and they say "No way!". What a waste of time and effort that would be. So that's why we should start by checking with the code owners first.
