I've tested OpenOffice, though not very in depth, and have gotten the
impression that it is still has a long way to go.
If I was looking for a contract programmer to build a system in dabo, is
there a decent chance that I will find someone in Israel?

I heard good things about Dabo, but haven't used it.
I don't know if it's feasible, but it may be possible to use
OpenOffice DB as a platform instead of Access - it's cross platform
and should have built-in Python support.
