I appreciate all the useful feedback on my request. For some reason Safari initially refused to display the page properly with iso-8859-1, and after a bit more poking around with it eventually dropped a note to the list. I eventually discovered that Firefox has a much larger set of encodings to choose from. I don't know why Safari didn't display it properly the first time. It eventually did.
