You should definitely look at our product: Dabo. Both myself and my partner come from a desktop application background in which GUI tools made it easy to focus on what the app was doing instead of worrying about if it would look like you think it will look when writing the UI in code. Dabo is still a work in progress; we have most of the individual tools working well, and are just beginning to put them all together in a full IDE.
