Which do you need, C or C++? They are two different languages with different possibilities for libraries. As the other poster mentioned, xmlrpc-c is a good one for C, and also comes with bindings for C++ which I have used. Getting xmlrpc-c compiled can be a real challenge though. I recommend you use binary packages for your distribution of Linux. If you need it on Win32, then you'll have to spend a day or two figuring out how to build it on Windows.
