I suppose the need for such standardization has just never arisen. Googling for docs, checking the library's website, or doing `locate library-name-here | grep doc` in bash seems to work well enough for people that no one has found it necessary to pursue the creation of such a standard. Sidenote: what Python projects publish their docs in CHM besides possibly Win32 GUI programs?
