Their situations have much in common; Python attracted programmers away from (for example) C++, becuse python is easier to master; Then php came along and attracted programmers away from (for example) python, because php is easier to master.

This doesn't mean they're on the same level - in fact, if you read carefully you'll see my original post said as much: python attracted average programmers; php attracted mediocre programmers and even some non-programmers, which means that php is clearly a lesser language than python.
