It's still false, and was in Python 2 as well. The only difference on that front is that, in the absence of an encoding cookie, Python 2 defaults to ASCII while Python 3 defaults to UTF-8. PEP 263 explains the feature as it was added to Py2; PEP 3120 makes the change to a UTF-8 default. Python source code is Unicode text, and has been since 2001 and Python 2.3.
