I found, I have to deactivate Windows UAC with C:\Windows\System32\UserAccountControlSettings.exe Then I was able to run pip install pypiwin32 pip install pyinstaller without errors. BUT pyinstaller does not work: S:\python>pyinstaller.exe --onefile tk.py failed to create process.
