I don't have a Mac, but I know that
https://www.python.org/download/mac/tcltk/
has some fairly exacting instructions at the bottom on how to get Python to find the newly installed tcl/tk. You should probably specify rather exactly what you did. There are multiple issues on bugs.python.org and questions on stackoverflow.
