Have you looked at the content of the folder mentioned
in the warnings (e.g. `...\site-packages`).
I had 2 folders named:
site-packages\~arkupsafe\
site-packages\~arkupsafe-2.1.1.dist-info\
Removing those, the problem was gone.
So perhaps this tilde '~' means something special
for pip?
