By sheer coincidence I was looking into the same thing today. I just downloaded the latest rrdtool release (rrdtool-1.2.11) and I noticed a /bindings/python subdirectory. I haven't played with it yet, as I still need to install tons of prerequisites before I can build rrdtool.
