SPE will be reviewed by the same person for the next PyCon against WingIDE, Komodo and Pydev. Maybe you say which features you want to give a better answer. I don't know about WingIDE but I do know about SPE ;-)
Things which we want to have ready for the review: - integrated debugger (now WinPdb runs external) - configurable keyboard shortcuts - configurable color schemes - realtime syntax error underling (already implemented, wait for 0.8.1.c) - ...
