For what it's worth: The problem I was seeing in python-mode was originating in the xemacs-base/compile.el package. Something about the mods made for compile.el version 1.36 would allow it to compile, but not load. Using version 1.35 fixed my problem.
I'm using Win 2000. I also have CygWin, which could be confusing the package about "xargs". However, I don't know how XEmacs could be aware of CygWin, so I'm just throwing that out as a possibility.
