Upstream sources of sphinx-rtd-theme specify the base font name as "Lato", "proxima-nova", "Helvetica Neue", Arial, sans-serif” [1]. I suggest you to file a bug upstream [2] if you want another alternative to be on that list. However, from Debian packaging point of view, the dependency on fonts-lato package is currently unavoidable, because upstream sources specify a local copy of Lato font [3], and we achieve that by symlinking to the packaged version of it.
