Yeah, that appears to be the issue; a closer look at https://buildd.debian.org/status/fetch.php?pkg=twisted&arch=hurd-i386&ver=18.9.0-3&stamp=1544181757&raw=0 shows no indication of build-time testing. (The package supplies *runtime* autotests, but those don't catch platform-specific breakage.)
