Having .tests submodules installed is a convention followed by the majority of python-* packages since that allows to quickly test the functionality of the module as installed on the system. In my case I am also considering using github.tests.Framework to establish testing of our code (in datalad) which uses github package for interaction with github. And I wouldn't be able to do so if this package doesn't even provide github.tests .
