Thanks so much for both the patches! Could you please sign in the DPMT: http://wiki.debian.org/Teams/PythonModulesTeam and commit your changes as patches to the scipy package? I'll then check it and if all is ok, upload (unfortunately I am too busy now to do the patches myself). If you find anything else that isn't working, please report it as well. We welcome any help with the scipy package. Also I suggest you report it to upstream directly so that they can fix it there as well.
