Is 1.8.8-1+b1 the version are you trying to install? Unstable has
1.8.8-1+b2 for almost 3 weeks (unless your architecture is mips or
s390).

cannot take responsibility for its installability problems. Other
packages should be installable (or if they are not, it's not
python-cairo fault).
Please run "apt-get update" and try again. If it doesn't help, please
paste full apt-get output here.
