Why the recommendation?

Now that I think of it, recommendation is an overkill. Would Suggest be OK with you?

- "python-docutils | python3-docutils" is a bit cumbersome to type, maybe both packages could provide a common virtual package (say: "docutils")?

Do they have the same "API"? Are they interchangeable?

There should no differences in the command line interface.
