the FTBFS was caused by the missing '-shared' option to gfortran (you

The reason behind this missing option is that dh from 8.9.0 onward
sets all the build flag env variables as returned by `dpkg-buildflags
--export`; numpy builtsystem expect the LDFLAGS variable to be empty,
and so we `unexport LDFLAGS` right at the beginning of debian/rules so
to "remove" the variable dpkg-buildpackage would have set.
Since we call 'dh build' in the build target, and dh sets LDFLAGS,
that overrides the unexport bringing to this FTBFS. Luckily Joey
(thanks!) quickly fixed this (by exporting those variables only for
compat=9) while I asked upstream to find a long term solution to this.
That said, now numpy can be built successfully in unstable, hence
closing this bug.
