As far as I can see, this symlink does exist if you have all the
packages python-testools recommends installed.

hmm.... I have all the packages that are shown in the recommends :-
You are right. The symlink should point to
/usr/share/javascript/underscore/underscore.js
rather than:
/usr/share/javascript/underscore.js
