Build target python-build-stamp-% will very soon disappear from cdbs. It was deprecated since 0.4.52 in March 2008 - regrettably without proper announcement, only noted in the code itself :-( Your package is the only one in Debian making use of that build target, and a major refactoring to support pypy cause that target to no longer be maintainable. Please have a look at current codebase - I suspect that you might be able to simplify your code (I don't really follow what you are trying to do but can easily imagine it was due to limitations in pre-2008 CDBS), or if still needed then restructure to use e.g. build/% targets.
