This seems an unexpected regression compared to 1.9.2-2.
Also, is the explicit dependency on python3.4 required, given the two other
python3 versioned dependencies?

because we are in the process of introducing python 3.5 along with
3.4: numpy ships python extensions which work only on the versions of
python they are built against, since we ship both 3.4 and 3.5
extensions in the same package, that requires both deps

funny, as this is actually a feature as we are working towards
introducing a newer versions of the py3k interpreter

those deps are automatically generated by dh_python3: the first set of
python3 deps are for the python modules inside numpy (so all the part
of the module written in python), while python3.4 and python3.5 are
for the extensions (As explained above).
This is not a bug, so closing.
