There is a Suggests: python3-dev. This goes back to earlier days in cffi. Using the verifier requires -dev at build time, but not runtime. In the new out-of-line modes, runtime use will have the cffi-backend package installed, so we can strengthen the dependency to Recommends or Depends. That said, you need -dev when building ABI-level extensions, but not API-level ones.
