I thought the intention was to always show the message IDs to make it easy for the user to find extra information and/or disable the message. The user should never see a message without the ID, so when is this really needed?
(Not that I have any objections to the proposal - I just wonder if there is another root cause and better solution to whatever the real problem is.)
