Since logilab.common uses unittest2 now by default, we can easily skip
tests by the new skipIf decorator. I will try to push that today.
However, the Capture capability (and test-related code) will be dropped
as soon as pytest utility goes away in favor of unittest2.

os.access is often problematic in some environments (chroot, fakeroot,
nfs, ...) since it uses read uid instead of effective uid in contrast to
other file utilities found in posix world.

I could add new skip conditions here but we are currently thinking about
its removal.
