Windows documents SPI_SETSCREENSAVERRUNNING as existing on windows 9x
only, so pywin32 hasn't bothered with support for it.
SPI_GETSCREENSAVERRUNNING is supported, but that doesn't sound like what
you need.
You could try using ctypes...
