I hesitate to say this but: are you sure that you want to be reinventing this particular wheel in Python? I can certainly point you towards information and tools (admittedly, most of them on my own website). But you say that you're new to Python and to Windows security. If this is just to hone your skills and see how it works, fine. But if you were trying to do this for professional purposes I'd be inclined to look for an existing solution.
