Building using the distutils method has been deprecated and finally removed
with the 1.11.2; the new/current method is PEP-517 with the meson-python build
backend. I have had a few scipy versions built successfully using PEP-517,
including with the current openblas, but have not had a chance to verify
runtime or test suite yet, particularly with mathematical correctness (since a
couple build variables had to be removed).
