1.17.1 is now available.

Has upstream acknowledged the changes needed to build on 32-bit?

And yes, numpy 2 should be made available before this gets committed, thus any
proposed commit action before this is not approved. Upstream comments do not
state that building against numpy 1 will yield numpy 2 runtime compatibility,
as witnessed in comment 28. exp-runs do not prove actual runtime viability,
only build viability given disparate inputs.
