We do not have Numpy 2 in ports, so the compatibility between Numpy 1 and 2 is
a moot point. Once we update math/py-numpy to 2.x, all ports will have to be
rebuild anyway.

Numpy and SciPy are not coupled firmly. There is no need to update them
simultaneously.
