devel/py-awscli2: 2.36.19

Update to 2.36.19, a release candidate-quality (beta) version, as a port.

- Use PEP517 instead of the legacy build method, as recommended by AWS.

- Disable launching a browser by default for `aws login` / `aws sso login`.
  For FreeBSD users, launching a browser is generally not desirable.
  When no graphical browser is available, AWS CLI falls back to `w3m`, but this
does not work in practice.
- Relax version constraints for several Python modules.
- Adjust the test suite so that `make test` passes.
  * Skip well-known error tests.
  * Ignore unnecessary warnings (known issues).
  * Fix tests related to the `XDG_*` environment variables.
  * Apply the fix from

  * As a result, most tests now pass successfully.

TODO:
- Add CONFLICTS to devel/py-awscli
- Add devel/py-awscli2 to devel/Makefile
