Hi, My Hebrew is Read-Only for now so I'll reply in English.
I have several sites running with PlanetPlanet and the beauty of it is that it doesn't require any work programming-wise to work in Hebrew. PlanetPlanet uses a templating system and all of the HTML and RSS feeds are generated from these templates. It should be sufficient to create the templates in Hebrew and use the appropriate bidi info in the HTML to make it work in Hebrew.
