I did some research on #bzr:

1. It seems like DNS flakiness, that can be solved by installing pycurl, which is a recommended dependency (little faster)
2. You can find more info in ~/.bzr.log

Can you use wget to mirror locally (the .bzr dir) and then merge from the local mirror?
