i think a wiki would be the best way to start to gather raw data. then a group of editors can refine and process it. i love using sphinx to generate slick documentation, so if we want to the end product to be hosted online, encouraging people to commit entries in sphinx reStructuredText would be nice. i'm sure that there is a wiki somewhere that uses reStructuredText as its wiki formatting syntax.
