I made some progress but still getting stuck
I compiled PyQt with python 2.5, with the mayapy command.
import sys
from PyQt4 import QtGui as qt
app = qt.QApplication(sys.argv)
hello = qt.QLabel("Hello world!", None)
hello.show()
app.processEvents()
