One thing to strongly consider. We had/have this feature for our base window classes.
Problem in Maya (mostly) is once a window is "set to top" it will block out all windows, including Modal dialogs. So if a user has a window up, then closes maya, the popup "Save work...." could pop under the top window (if they land in the same place). Even with two screens, dragging tool windows all over the place, it can still confuse users wondering why they can't use maya anymore because some dialog is popped under an "always on top" window.
