I assume you mean built on a Windows 7 x64 system? I've done a lot of research in to that, and from what I can tell Scipy just won't build for any python version on such a system because no free Fortran compiler works on Windows 7 x64, and scipy is heavily dependent on Fortran. Sorry to disappoint, but at least you have an answer now...
